when installing TB you should get an option to transfer, not sure if accounts and emails or only email, from OE to TBalso TB should allow you to import email and So instead of sending all mail in plain text I've only changed the way Outlook 2007 sends mail to contacts that use Outlook Express. I have checked security settings and antivirus software and nothing I can find is conflicting with this. Pleaes get your user(s) to try this out so I know if its a working solution.

If you are unable to delete only some emails (while others get deleted just fine), then your Outlook data file might be corrupted. Any help or advise would greatly be appreciated.
