I just had to make one of my users very unhappy in order to fix her sync issues, by uninstalling the SP Designer, which also uninstalled her Picture Manager.

I use a utility app to uninstall Photo app ( Win10) and then reboot then I reinstall the Photo app from Windows Store and it solved my problems. Working perfectly. I put "solve" in quotes because the problem never really was solved, only worked around. Too bad the people at Microsoft are not intelligent enough to realize a well used program.
